Illinois school districts are poised to see significant changes in how they can finance new buildings and renovations, thanks to the passage of House Bill 4582, now known as Public Act 103-0591. Signed into law by Governor J.B. Pritzker on June 7, 2024, the Act introduces several key reforms that will make it easier for districts to take on large-scale construction projects, particularly for expanding pre-kindergarten and kindergarten facilities.

Voter-Approved Bonds No Longer Subject to Debt Limits

One of the most impactful changes brought by the new law is the removal of debt limits for voter-approved bonds. Starting with the bonds approved in the November 2024 general election, this provision allows school districts to borrow more freely for capital projects like building new schools or adding substantial upgrades to existing structures. Previously, school districts were constrained by a cap on how much debt they could take on, even if voters approved the bond issue.

Easier Path for Pre-K and Kindergarten Classroom Expansion

Another significant reform under the Act eliminates the need for referendums for building projects focused on pre-kindergarten and kindergarten classrooms. Effective September 1, 2024, school districts will be able to construct or purchase new buildings to increase early childhood education space without seeking direct voter approval. This move is expected to make it easier for districts to address growing demand for early childhood education programs, especially in communities with rapidly expanding student populations.

Longer Bond Terms for School Construction

The law also extends the maximum term for school bonds from 20 years to 30 years, offering districts a more manageable path to financing major infrastructure projects. This extension is especially beneficial for long-term investments, such as building new schools, adding gymnasiums, or constructing science labs, which often have useful lives far beyond 20 years.

With the ability to issue bonds over 30 years, districts can lower their annual debt service payments, making it more feasible to undertake large-scale construction projects without overwhelming their budgets. However, constituents should understand that while this makes projects more affordable in the short term, it also extends the district’s financial obligations over a longer period, which could affect future budgets and taxes.

Simplified Bond Issuance for Lower Costs

The law also addresses one of the more technical aspects of school finance by simplifying the process of bond issuance. Specifically, it reduces the need for “premium” bond structures, which districts have traditionally used to cover costs like issuance fees. Under the new law, districts can increase the principal amount of bonds by up to 3% to cover issuance and capitalized interest costs. This reduces the need for complex bond structures and makes it easier for districts to issue bonds without adding unnecessary financial burdens.

This change is expected to result in lower overall borrowing costs for school districts, allowing them to allocate more funds directly to construction projects. Additionally, the focus on fire prevention and safety improvements will help districts address urgent safety needs in older buildings.

Community Involvement and Potential Tax Implications

While the new law grants school districts more flexibility in managing large projects, community engagement remains essential. Public hearings are still a required step for major borrowing decisions, ensuring that constituents have an opportunity to express their views and concerns before projects move forward. These hearings are an important part of maintaining transparency and keeping residents informed about how their tax dollars will be spent.

It’s also important for residents to be aware that increased borrowing could lead to higher property taxes. Bonds used to finance school construction projects are often repaid through local property tax levies, which could directly impact homeowners. Schools in Champaign County also have access to the sales tax dollars which can be used for facility improvements, additions and new constructions. As school districts take advantage of the relaxed debt limits and new construction options, it’s crucial for voters to stay informed about how these projects may affect their local tax rates.

The timing of the changes is also worth noting. The exemption from referendum requirements for pre-kindergarten and kindergarten classroom expansion takes effect on September 1, 2024. Meanwhile, the new flexibility for voter-approved bonds applies to those passed in the November 2024 general election. 

A Brighter Future for School Building Projects

With these changes, Illinois school districts are positioned to more easily address their growing infrastructure needs. From building new classrooms for early learners to financing long-term investments with more flexibility, the new law opens doors for districts to plan and execute much-needed capital projects.

The new law represents a significant shift in how school districts can manage their capital projects. Constituents should stay informed about their local district’s plans and participate in public hearings to understand how these changes will impact their community, especially in terms of potential tax implications and long-term financial commitments.

Similar to Dry January, this movement has gained traction as more people seek to reevaluate their relationship with alcohol and explore the health benefits of temporary abstinence. Whether it’s part of a growing trend towards mindful drinking or simply a reset after months of indulgence, Sober October offers an opportunity to focus on personal wellness and moderation. Here’s a look at the potential benefits of taking a break from alcohol.

Improved Physical Health

  – Better Liver Function: The liver works hard to filter toxins from alcohol, and giving it a break helps it repair and regenerate. Studies show that even a short period of abstinence can reduce liver fat by up to 15-20%, reducing the risk of fatty liver disease.

  – Reduced Risk of Cardiovascular Issues: Alcohol can elevate blood pressure and increase the risk of heart disease. A month without alcohol can lower blood pressure and improve overall heart health.

This weekend, history enthusiasts and families alike will have the opportunity to step back in time at the Forest Glen Preserve, which will host the Vermilion Valley Encampment, a Revolutionary War reenactment. The two-day event, running from Saturday, September 28, to Sunday, September 29, will feature live demonstrations, period fashion shows, and a chance to experience life during the American Revolution. The free event is open from 10 a.m. to 4 p.m. each day.

The reenactment will feature historical demonstrations, military drills, and a live battle reenactment each day. Visitors are invited to tour the encampment, where reenactors will bring the Revolutionary War era to life with authentic clothing, weapons, and equipment displays.

On Sunday, the festivities will also include Pioneer Craft Day in the Homestead Cabin area. Guests can watch traditional activities such as cider pressing, rail splitting, and even try their hand at candle dipping, with children allowed to take their candles home. Period craftspeople will showcase their skills around the log cabin, and visitors can enjoy a taste of history by sampling fry bread.

Boy Scout Troop #224 from Oakwood will be on hand both days, offering concessions to keep visitors fueled as they explore the event.

As Hurricane Helene bears down on the southeastern United States, Midwest Food Bank is mobilizing its disaster relief teams across its various locations to prepare for the anticipated widespread power outages and water shortages. The nonprofit organization is working closely with other agencies to ensure food and essential supplies are ready for distribution to communities that will be impacted by the storm.

Midwest Food Bank is collaborating with The Salvation Army and other nonprofit partners to deliver emergency supplies in Georgia, Florida, and other areas expected to be hit hardest. The coordinated efforts focus on providing clean water, ready-to-eat meals (MREs), and disaster relief kits.

In Georgia, Midwest Food Bank has already dispatched three semi-trucks filled with water and drinks to ensure that residents have access to clean drinking water as Hurricane Helene approaches. The organization is prepared to send more shipments as needed in the coming days.

In Florida, Midwest Food Bank is coordinating with state officials and local relief agencies to provide MREs, water, and other drinks to regions facing severe displacement and food insecurity due to the storm.

At its Disaster Relief Hub in Morton, Illinois, the organization is preparing food boxes and clean-up kits for families beginning the recovery process. These kits contain critical supplies to help those affected rebuild their lives after the storm’s destruction.

“Midwest Food Bank’s commitment to disaster relief means we are always prepared to respond swiftly in times of crisis,” said Christa Staley, Executive Director. “Our goal is to ease the burden by providing essential supplies like food, water, and clean-up tools, working with our partners to bring relief to those in need.”

Midwest Food Bank is urging the public to support their efforts through financial donations, which allow for a quick and efficient response. Those wishing to contribute can visit the organization’s website or text @MFB to 52014 to donate, with funds going directly toward disaster relief supplies and transportation costs.

Founded in 2003 on a farm in McLean County, Illinois, Midwest Food Bank has grown to become the largest food bank in the U.S., serving 23 states through 10 domestic locations and supporting international efforts in East Africa and Haiti.

For the second time this season, the St. Joseph-Ogden volleyball team rallied from a one-set deficit to collect a non-conference victory.

On Monday (Sept. 23), the Spartans rallied against visiting Marshall and posted a 24-26, 25-13, 25-20 victory.

Emma McKinney recorded a sparkling performance, handing out 23 assists to go with eight service aces, seven digs and four kills.

Ava Seggebruch recorded a double-double with 14 kills and 12 digs. Ally Schmitz contributed 16 digs, four kills and three service aces.

Emerson Williams served four aces. As a team, 17 of the SJ-O points were tallied on service aces.

Katie Ericksen totaled nine digs and Reese Wheatley had three blocks.

On Tuesday (Sept. 24), Tinley Ideus notched six kills for the Spartans in a 25-23, 25-18 loss at Tolono Unity. Ideus also had five digs.

Seggebruch and Hadley McDonald both landed two kills. Seggebruch notched a team-high 10 digs.

McKinney finished with 11 assists and six digs. Ericksen ended with five digs and Kayla Osterbur recorded two blocks.

SJ-O (9-9) has won seven of its last nine matches and returns to action on Thursday (Sept. 26) at home against Pontiac.

COVID-19 Vaccine Update
As the virus that causes COVID-19 continues to evolve, the updated vaccine provides protection against the variants currently leading to infections and hospitalizations across the U.S. Vaccination not only helps reduce the risk of serious illness but also lowers the chance of developing Long COVID, a condition that can persist for months following an initial infection. Last season, those who received the 2023-2024 vaccine experienced improved protection against both illness and hospitalization.

The Centers for Disease Control and Prevention (CDC) recommend that most people receive one flu vaccine dose per season. While the vaccine can be administered anytime flu viruses are circulating, the CDC suggests September and October as the best time to get vaccinated.
